Formerly he was the Executive Director, Corporate Claims Management, Fluor Corporation, one of the world’s largest publicly-owned engineering, procurement, construction and maintenance (EPCM) contractors working in the areas of energy, chemicals, infrastructure, manufacturing, life sciences and mining. Mr. Zack was previously Vice President of PinnacleOne and the Executive Director of the PinnacleOne Institute and a Senior Construction Claims Consultant for CH2M HILL, Inc. Mr. Zack has, for nearly 40 years, worked on both private and public projects. In the construction claims field, he is a recognized and published expert in mitigation, analysis and resolution or defense of construction claims and disputes.

Dave is a partner with the nationwide construction litigation law firm of Watt, Tieder, Hoffar & Fitzgerald LLP. Dave has significant experience in litigation all manner of construction claims in both Federal and State Courts as well as in arbitration and mediation. He has been deeply involved in government contract matters, bid protests and construction disputes. Dave has a very active government contract practice nationally.

Scott has nearly 30 years of experience analyzing costs and damages incurred on more than 250 government contracts. Scott has analyzed construction claims for government agencies, contractors, subcontractors, suppliers and their legal counsel. He has testified as an expert in front of various Boards of Contract Appeals and Federal and State Courts. Scott also served as a staff consultant to the Grace Commission, a commission established by President Ronald Reagan and chaired by J. Peter Grace to investigate waste and inefficiency in the Federal government.
