Capital Project Strategies, LLC Design-build has gone from a new, alternative project delivery method, to a standard option owners regularly turn to for best value in project delivery. Studies show benefits of early contractor engagement in the projects as well as the group approach and team integration. Design-build offers an opportunity to add those components to projects. However, it limits the owner’s involvement once the project price is established, increases the potential for change orders or claims if the owner wants change after the contract is signed, and decreases owner’s control and ability to quickly respond to design submittals. Plus, although lump sum is known at contract signing, it might not reflect the final project cost. "While it is true that the fixed price for the entire project is not a factor for selection in a PDB project, other pricing factors such as design fees, the design-builder fee, general conditions for the project or other pricing elements can be used as evaluation tools. Loulakis, is the President and CEO of Capital Project Strategies, LLC, a specialized consulting firm that provides strategic procurement, contracting and risk management advice to clients who develop and construct capital projects. He has extensive and diverse experience in working with public owners on major infrastructure projects, particularly those delivered through design-build or public-private partnerships. Some of his current projects include the $1.2 billion Northeast Water Purification Plant Expansion for the City of Houston and Phase 2 of the Dulles Rail (Silver Line) project in Northern Virginia. Mr. Loulakis also has a broad background in representing private sector owners in the power, petrochemical and process industries, helping them with project delivery issues, risk management and contract execution. Mr. Loulakis writes and speaks extensively on design-build and other construction-related matters, and has been the co-author of the Legal Trends column in Civil Engineering Magazine since 1981. He is also the author of several books on design-build, including the Design-Build Lessons Learned series he has written since 1995. He has been an active member of DBIA since its formation in 1993, where he has served on its Board of Directors and took a lead in drafting DBIA's model design-build contracts, and is the leader of DBIA’s best practices initiative. DBIA recently honored Mr. Loulakis with its highest honor, the Brunelleschi Award. Mr. Loulakis is a Fellow in the American College of Construction Lawyers and was inducted into the National Academy of Construction. He holds a civil engineering degree from Tufts University and a law degree from Boston University School of Law.
