Restrictive Specification Enforced Against Contractor

Although a material specification was arguably unduly restrictive, the contractor failed to protest the terms of the solicitation prior to bid submittal. The contractor could argue, however, that the Material and Workmanship clause allowed the contractor to propose functional equivalents.
