Contractor Decertified without Due Process

Where a procuring agency notified a low bidder of a protest on one basis and then, at the hearing, unilaterally raised a separate basis, the bidder was deprived of the contract without procedural due process of law. The bidder did not receive advance notice and an opportunity to respond regarding the grounds used by the agency to disqualify the bidder.
