Suspended Progress Payments Justified by Schedule of Values

Where total payments as a percentage of the contract price exceeded the schedule of values of completed work, the government had no obligation to make additional progress payments. The contractor’s late completion of the work was not excused by the government’s failure to make timely progress payments.
