Agency Corrected Contractor's Improper Exclusion

An agency’s actions, taken as a whole, corrected the improper exclusion of a contractor from competition for a contract. The agency had discretion to cancel the solicitation and solicit fresh proposals. The Court of Federal Claims had no authority to mandate award of the contract to the protester based on the initial proposals.
