Bid Comparison with Cost Estimate Not Adjusted for Profit

When comparing a government cost estimate with a bid price, no adjustment was made to account for the profit component of the bid price. A bid was not eligible for acceptance because it exceeded an independent government estimate by more than 25 percent.
