Multiple Technical Factors Did Not Make Price Supreme

A solicitation stated that multiple technical evaluation factors, when combined, would be equal to price. That did not mean a lower price would be balanced against each individual technical factor, effectively allowing price to trump all else. The procuring agency was entitled to balance overall technical strengths against a lower price when making a price/technical trade-off.
