Subcontractor Information Required for Bid Responsiveness

Although information regarding a proposed key subcontractor might be characterized as relating to bidder responsibility, the bid solicitation expressly required the information to be submitted with the bid and stated that submittal was a matter of bid responsiveness. A public project owner properly rejected a low bid for failure to include the required subcontractor information.
