The NEW Small UAS Rule (Part 107) for commercial use of drones, including all pilot and operating rules, is in effect as of 12:01 a.m. EDT on August 29, 2016. According to the Associated Press reporting on an August 29 news conference, FAA officials forecast 600,000 commercial drone aircraft operating in the U.S. within the year (see story at bigstory.ap.org). That's a pretty big number and we seriously question the FAA's ability to process even a fraction of those numbers, being that it took over one year to process the 5,552 333 exemptions it has issued to date.
