Workers' Comp Denial Not Subject to RICO Action

An injured worker’s allegation of conspiracy to defraud him of workers’ compensation benefits was not subject to a federal RICO Act suit. The claim flowed from a personal injury, not a business or property loss. And, the federal courts should not police state workers’ compensation systems.
