Changed Work Claim Could Not Morph Into Site Condition Claim

A contractor’s certified extra work claim was based on alleged design changes by the government. When the contractor shifted gears and claimed the extra work was necessitated by non-code-compliant existing facilities, this was a new claim that had to be separately certified and submitted to the government contracting officer.
