Substantial Completion Did Not Trigger Payment Obligation

Issuance of a certificate of substantial completion by a public project owner did not create a mandatory, nondiscretionary duty to process outstanding invoices for payment. There was a legitimate dispute regarding a back charge and the owner’s obligation to make further payment.
