Suspension of Work Distinguished from Standby or Delay

A suspension of work expressly directed by the project owner was distinct from a standby or a delay to ongoing work. Contractual limitations to the recovery of costs or damages therefore did not apply. And, the contractor’s accounting expert was allowed to utilize the general conditions of the contract when making his damage calculation.
