Value of Proposal's Technical Advantages Need Not be Quantified


A procuring agency, when making a “best value” price/technical tradeoff, is not required to quantify the value to the agency of an awardee’s technical superiority. A large price premium, in itself, does not show that a tradeoff was unreasonable.
