Alleged Misrepresentations Were Not California False Claims


A prime contractor’s alleged misrepresentations regarding the identity and licensing status of a proposed subcontractor were not material and did not violate the California False Claims Act. Alleged submission of payment applications for noncompliant work would, however, constitute a violation.
