Standby Costs Denied in Termination for Convenience


A contractor was not entitled to recover the standby costs of its superintendent or its project manager after a termination for the convenience of the government. The government did not issue a notice to proceed or hold a preconstruction conference, so there was no need for the contractor to permanently assign those personnel to the project.
