Disputes Act Did Not Preclude Government Common Law Remedy

Where a contractor breached the contract through a subcontractor kickback scheme, the government was entitled to withhold all further contract payment. The government was not required to terminate the contract for default or pursue contractual remedies. The Contract Disputes Act does not preclude government exercise of its common law rights.
