Bids Nonresponsive Due to Omitted Proposal Number

Bid instructions requiring a proposal number on the bid envelope were unambiguous. Under a state bidding statute, the failure to follow this instruction could not be waived. The low and second low bids had to be rejected as nonresponsive.
