Bidder Had to Explain Lack of Subcontractor Listing

A bidder’s failure to provide an explanation of how it would accomplish certain specialty work without a licensed subcontractor effectively read a requirement out of the bid solicitation. This was a protest of the terms of the solicitation and it had to be filed prior to bid submittal.
