Price Evaluation Tainted by Misinformation on Estimate

A procuring agency mistakenly told an offeror that its price exceeded the independent government estimate, when the price was actually lower than the estimate. This tainted the subsequent price negotiations. The award of the contract was vacated and the affected offeror was allowed to revise its offered price.
