Disappointed Bidder Had No Property Interest in Contract

A disappointed low bidder had no vested interest or property right in a public construction contract. The project owner reserved the right to reject any and all bids. The bidder was not entitled to Fourteenth Amendment due process of law in the administration of the procurement.
