Work Not Misrepresented During Negotiations

A government procurement official did not misrepresent the nature of the work when negotiating a lower price with an offeror. Statements regarding equipment needs were derived from historic use by other contractors. Performance difficulties in the field could have been anticipated based upon a reasonable site inspection.
