Bid Solicitation Flawed – Agency Should Waive Requirement

Information required by the instructions for bidders was inconsistent with the mandatory bid form. And, the agency never used the information when selecting a contract awardee. The low bidder’s failure to submit the information should have been waived as a minor informality.
