Restricted Base Access Was a “Sovereign Act”

A policy restricting military base access was derived from legitimate safety concerns. It was not directed at a particular contractor and not intended to negate that contractor’s rights. It provided no economic advantage to the government. This was a “sovereign act” and the government was not liable to the contractor for increased performance costs caused by the act.
