State Specs Defined Work But Not Payment

A federal contract incorporated standard state specifications to define the work, but excluded any payment provisions in the specifications from the contract. Payment was determined solely by the unit-price bid schedule. A contractor’s interpretation to the contrary would create a patent ambiguity and the contractor failed to seek pre-bid clarification.
