Contractor Could Not Assume Immediate Contract Award


Contract documents gave the government 90 days from bid submittal to make a contract award. A contractor was not entitled to assume immediate award of the contract, which would have enabled the contractor to perform the excavation work during warm weather months, upon which its bid was based.
