Claim Period Did Not Start to Run Until Final Payment

The claim period under a 10-year statute of repose commenced when the project owner made final payment. “Completion of the contract” required performance by both parties to the contract. A trial court improperly relied on general language in the statute’s preamble to determine that the claim period commenced upon completion of the construction work.
