Maryland Court Upholds Project Labor Agreement


 A specification requiring the use of a Project Labor Agreement on a public project did not promulgate new procurement policy and did not unduly restrict competition. The PLA did not exclude non-union contractors or laborers. It served a public purpose by assuring a supply of skilled labor and aiding the control of cost and schedule on a large, complex project.
